Anytime you see a fraction, it's really just a Division problem.
In this case it's 1 ÷ 250
If you plug that into your calculator you should get 0.004
But, this is where it gets a bit more tricky, since you're trying to express that as a percentage (%). So, let's look at it from simple terms and then stretch into the dark areas right of the decimal.
1 ÷ 1 = 1.0 = 100.0%
1 ÷ 10 =0.1 = 10.0%
1 ÷ 100 =0.01 = 1.0%
1 ÷ 1000 =0.001 = 0.10%
1 ÷ 10000 =0.0001 =0.01%
So, 1/250 = 1 ÷ 250 =0.004 = 0.40%
Notice how the decimals behave? One way to remember how to convert your decimal answer into a percent is to just move it over two places to the right.
Lastly, with any math, repetition is the key to learning it. Percentages, decimals and ratios are very common in pharmacy tech math, so find as many calculations as possible to practice with.
