Whats the likely hood of passing if I failed Twice now?

I'm working in the hospital and I can't pass the ptce I took it for the second time today and failed. Its bull crap I paid for 6months of schooling and passed no problem. But now I am not passing the ptce I am very ticked I paid enough already why am I not passing? Will you ever pass if you failed twice? Whats the likely-hood?
